I've been falling in this problem as well, as soon as I've updated to IA X2. Yes, IT IS A BUG. IA CORRUPTS an ANSI file by writing a BOM. Currently my installation program creates problems to user and I need to write to the file without using IA.

I’ve removed translations from my support files, and also deleted related files from the project folder. Installer messages are still translated. My setup is unfortunately localised in a few languages. But shared messages are applied even for non-localized languages. Is there a way to turn localisation off and have back a non-localized setup? Thanks.

Installer Messages are stored as shared.Translations.Language (and shared.Translations.Original). It seems to me that they are generated only when you edit them, and in this case they are copied from the standard translations (probably stored somewhere in the IA resources).
