"Run program as" environment parameter issue

I can't make "Run program as" work with environment parameter.

I have tested it with custom exe, batch file, with a single parameter, with getting all environment variables (as documentation says), no way to make it work.
Nothing append when using Environment setting in "Run Program As" configuration window.
Same code works when I remove this parameter.

This is the simpliest sample which should work:

Nothing append and exit code is -11.

Hi Francesco,
Is there some news?
Should I try to find a workaround?
This feature can be really helpful for my case:
As environment variables are not really accessible unless finishing installation and leaving IA, I want to use it to send new environment variable to a program I want to run.
