Your MSI script code is using the Windows Installer Plug-in, but this doesn't seem to be installed with your Installaware product. You should install such plugin to fix the issue. You may use the IA installer or from Add Remove Program (by selecting Modify Installation).

This is the "Windows Installer RTM package" and not the "Windows Installer Plug-in".
https://www.installaware.com/mh52/desktop/windowsinstaller.htm?rhsearch=plug&rhsyns=%20

From Choose Features installer, this is listed under the Plug-ins tree node.
