Can I have a installer without any features

I seem to be able to delete all my features, is this a legal operation - can i have just a plain installer with no features?

I'm not 100% sure, but I have files that still install when no features are selected in the install. I assume that this would be the same effect as having no features. I think I added them by selecting "Feature independent" or by locating the Install Files command outside of an If block.

So I don't see how having no features would be a problem (unless its a violation of MSI spec, in which case I bet InstallAware would account for).

Yes, you may absolutely have an install with no features. What's in the MSIcode is your entire setup - nothing is hard coded in InstallAware, and InstallAware will take care of all the dirty MSI generation work for you.
