Bug: IA can't copy dll in use for building setup

Hi,
My Outlook uses a dll of one of our products, SpamAware (http://www.jam-software.com/freeware/index.shtml).
This dll is also included in the product which I like to distribute using IA.
When IA starts building the setup it stopps with: "Error during build: Cannot open file..."
AI should open the files readolny, but it seems not to do.
I can copy the file using windows explorer so IA should be able too.
