Is there a way to create a Merge Module with Installware?

No, sorry - because of the way MSIcode works this is not possible. We'll soon have WiXAware which will let you create merge modules, but the recommended approach with InstallAware is to use Include Scripts.

Merge modules are unscriptable in MSIcode, cannot be partitioned into web media blocks, so their use is discouraged.
