Web Update, Deletes my ini file

I have built a setup with web update. My application includes an .ini file, and keeps some settings in that (some of them are being set during installation, and some by my own EXE file).
When I do a web update, it install everything, it deletes everything in the installation folder (including my .ini file) and installs new files.
Any idea about how I can set it to keep my .ini file during update?
I don't want this file to be deleted each time I update the software.

I also tried keep every install time settings persistent (set persistent variable...) but it doesn't work either, because before installing update "uninstall previous version" happens and deletes all persistent variables!
please help me.

2 possibilities:
1. Mark it as a permanent file
2. Rename it before uninstall and then rename it back after uninstall
