create IIS function and Windows 2003

Hi
During the installation, two websites on two different port numbers (ex. 80 and 8081) will be created. I left SSL port filed of create IIS function empty, but I found afterwards that the two websites could not start. I went to the IIS and checked the properties of the new website, I found that the SSL value is zero (i.e. invalid value), where it should be empty because I left SSL empty inside create IIS function. By the way the operating system was WINDOWS 2003.
