download resumption/restart failing

Our installer has the .net 3.5sp1 prerequisite set. I've noticed this also requires 2.0.

I've set it up so that the .net components are all web deployed with the installer fetching what is required as it's needed.

One of our users was attempting to install and the installation of one of the components (I think .net 2.0) failed part way through. Now when he tries to run the installer it prompts him to tell him that the download was interrupted and asks if he'd like to resume, or restart the download. It doesn't matter what option he picks, it just repeats the same error message over and over. The only way out of the loop is to cancel the installation.

What do I do?

Where does installshield store the temporary downloaded files? Maybe if I can delete the partial downloads it can get a fresh start.

How do I stop this happening in future?
