Setting Service dependencies

Anyone know if there is a way to setup Service Dependencies on services being installed via IA?
Basically I need to make sure that one of the services (both installed with automatic settings) is only started after the second service I am installing.

I came across this article:

but was wondering if there is a way to install the services without using the "Run Program" command?

Will updating the registry after the installation be my only other option?
