Visual Studio Runtimes

I've seen some existing posts about problems with the VS Runtimes but so far the answer is manually running the microsoft install, which I'm doing. Is there a hotfix I can apply that will correctly address this problem to install the VS2005 and VS2008 runtimes on x64 (vista, win7)?
