Error with MSDE 2000

Hi. i install md plugin Ver 1.2.8 and installaware 9 .
in previous version when i built the setup,msde files added into setup files, but in this version when built setup, only add msde200 plugin.dll add into project and when run without debugging, dont install msde2000.but run project with debug mode, msde 2000 was installed.

how to solve problem??
