Encrypting compressed files

Is it possible to get the Web packages to be encrypted?
I know there is an option to make the entire install password protected, but what i really want to do is leave the installation open, it just requires a serial number.
I do not want the users to be able to manually decrypt the contents of the web media blocks.
So i guess it is just manually hardcoding the password in the install script.
where would i need to place this, and how would i use it.
and how do I get it to not encrypt the main install.
