Problem generating builds containing foreign file names

I am just trying to build an installation which will install files that have non-standard characters in the name, e.g. a chinese file name.
If you try to build the install on a PC set to use English as the Language for non-Unicode programs (Regional and Language Options, advanced tab)
The build fails when it gets to the chinese file stating that it cannot find the file ???????????.ext
If however you set this language for non-unicode programs to Chinese (PRC) the build works fine.
Not a huge problem but as it requires a reboot every time you change this setting it is a little annoying, it also makes all the fonts in other applications look wierd.
Is this likely to be fixed in the near future?
