web update fails to download

I am using IA Studio 12. I built an updated install package for a product (updated Product Version and generated new Revision Code). I added the appropriate entries to the Update Packs and Versions panels. I depolyed update.ini and the new install package to my web server.
On a computer (XP) with the prior release installed, I select Check for Updates from the menu. The InstallAware Wizard finds the update and I can check the title to download (there is only one). Now - at this point (before clicking "Download") the user's temp folder has an \mia1 subfolder full of install files from the prior release (dfm, dll, miaf, msi, etc.) and the new updates.ini file. Not sure if this is normal or not (never had to pay this much attention to the update process before) but wanted to mention it.
Back to the InstallAware Wizard dialog. I select Download and immediately the Details panel populates with "18.3.02 [download was unsuccessful]". BTW, the Install button is still enabled (but simply pops up a dilaog informing the user to "Please select some updates to install").
I can copy the entry from the INI file to my browser and the file downloads - here is update.ini:
