Zero Byte Files in Single File Install

I have a project setup that installs a little utility (an exe, gif, and .config file). When I build as an uncompressed install, everything works great. When I choose 'Single File' Install, the install is created. When I run the install, the exe and gif files are 0 byte. The .config file is fine.
Any Ideas?

Which version and edition are you using?

IA 2012 v 15+? We just upgraded. Couldn't find the version number.
