Consultants or Partners

I am spending too much time configuring the installer and am wondering if there are any partners, resellers or freelancers willing to help me. I am only building an installer to allow users with Windows 7 or higher download a front end, back end, and shortcut to their computer. I have not been able to make my Code Dev certificate be recognized, not have I been able to make the shortcut appear the way I would like it to. I have posted an RFP on elance.com if anyone is interested. Thanks.
