Update Script 2.0 with interactive option and 24h support

Hi IA users,
attched please find a modified version of the update script 2.0 (from IA 6.01). I have made some modifications to add:
- a new interactive command line option: /iact. If you use /updatesetup with /iact no message
ballons are displayed and the first dialog appears immediately. If you use /update with /iact no
message ballons are shown either. If no updates are availabe a message box informs the user.
- localization of day names and support for 24h time formats (in scripts decodeDays and decode24h)
All modifications are marked with **** comments ****.
