Development Needed Quickly

We have a training program that we need an installer that will prevent piracy. We would like to pay someone to develop the installer to validate serial # through our web site. We have 2 types of licenses 1. single user 2. multi user. We need to lock the program from being able to be installed over and over again with the single user license. We have SQL 2005 server and IIS. We have the installer completed for what needs to be installed however, we need the piracy aspect. We also would like to capture Hard Drive serial # upon registration if it would help. We would like unique serial numbers for each customer. This is an immediate need will pay through Paypal or other acceptable means.

Check out Infralution Licensing. It does have a web service validation and tracking/generating of license keys. It comes with C# and vb.net source code too.
