Just an FYI...

I have set up a web deploy installation that continually failed when it came time to download the web blocks. I renamed the blocks from the default ".7zip" extension to the picked-out-of-thin-air extension of "ias" (short for InstallAware Setup). After doing that the blocks download perfectly...

7zip was probably a disallowed file type or unregistered mime extension on your server.
