Can you tell me exactly how the variable NEEDSUPGRADE gets set?

Hi Gary

This variable is set when your InstallAware setup detects that a product with the same product code but a different revision code is installed on the system. Since by default the revision code is changed every time you build your setup, this means that a different (presumed older) version has been installed, setting the variable to TRUE.
