I downloaded the trial and regenerated the license on June 9th.
The version is "moya.sp1.060409" according the version screen.
I've tried it on 2 different machines with the same results. I've even tried *redownloading* the trial this weekend with the same results.

I just downloaded the trial and license again. This time, I ran the trial, confirmed "moya.sp1.060409", then installed the license and confirmed again "moya.sp1.060409".
I changed the paths to:
\\\\suede\\IconProblem\\start.ico
\\\\suede\\IconProblem\\stop.ico
and it worked ok.
Then I changed them to:
\\\\suede\\IconProblem\\Very Long Directory\\start.ico
\\\\suede\\IconProblem\\Very Long Directory\\stop.ico
And it did not work.
Trying some other examples:
\\\\suede\\Icon\\Very12345678\\1.ico
produces an icon file:
Suede5cIcon5cVery1234567.ico
This ends up conflicting with other icons in the same directory.
But:
\\\\suede\\Icon\\Very1234567\\1.ico
produces an icon file:
5cIcon5cVery12345675c1.ico0.ico
That one extra character seems to be the tipping point. The only difference between these 2 paths is the '8'.
It almost seems like if the path starts with \\\\ and the directory path has more than 24 characters, then the problem shows up.
I then changed my share name so that just the machine and share was 24 characters:
\\\\suede\\1234567890123456\\1.ico
\\\\suede\\1234567890123456\\2.ico
And that was ok (expected)
So I added one character:
\\\\suede\\12345678901234567\\1.ico
\\\\suede\\12345678901234567\\2.ico
But that worked ok (unexpected).
So then I added one subdirectory
\\\\suede\\12345678901234567\\1\\1.ico
\\\\suede\\12345678901234567\\1\\2.ico
And that failed.
So it looks like you need to have \\\\machine\\share\\directory\\ which is more than 24 characters.
So I cut back the share name:
\\\\suede\\12345678901234\\1\\1.ico
\\\\suede\\12345678901234\\1\\2.ico
is ok, but
\\\\suede\\123456789012345\\1\\1.ico
\\\\suede\\123456789012345\\1\\2.ico
is not.
I hope this helps to fix this issue.
Thanks,
...Matt

Thanks for the detailed report. Are you sure LONGCOMPONENTS=TRUE actually fixes the issue? From your description it would appear that this problem should also exist in InstallAware 8 and long component name generation.

Confirmed. LONGCOMPONENTS=TRUE fixes the issue.
First, I checked that the following did not work.
\\\\Suede\\12345678901234\\12\\1.ico
\\\\Suede\\12345678901234\\12\\2.ico
Then I set LONGCOMPONENTS=TRUE and then it worked.
We did not have the issue in IA8. We were working ok and did not notice the issue until we loaded our IA8 project in IA9 and rebuilt (no changes).

For some reason, it would appear that the 9.03 build did not actually include this fix - even though the new DLL was already available. Sorry, this is an integration error at Install
Aware's end
Stay tuned for the 9.04 build that is currently uploading.
