It is not about display language because my OS is still in English...
The only thing is to set up non-unicode language to hebrew (after enabling "complex script and right to left languages) int he "Language and regional settings" (2nd and third tab)
Then create a user setting up the username in hebrew (basically in the selected non-unicode language)
Thanks

Unfortunately, we have another case of failed to reproduce.
Steps:
Note: it appears as if XP may be required to reproduce this.
- Enable Complex script & left-to-right languages
http://support.microsoft.com/kb/926706
- Change Locale to Hebrew (display remains English)
- Add new User
- When asked for name, make sure input is selected as "HE"
- enter "test" which should appear in Hebrew.
- Account was assigned type "limited"
- Log on as new "test" Hebrew account.
- Attempt to run installer.
Result:
Installer completes successfully.
I also tried changing the keyboard input to Hebrew and entering that as the user name in the Registration dialog in the installer, but I have a feeling the installer isn't even loading for you...

Mills,
I am sorry maybe I was not clear in my explanations.... the Installer is OK! it runs successfully as well for me but it is the UNINSTALL and UPDATE that crash (when installed was performed for current user only)!
Where you able to uninstall successfully???
And yes, I succeeded to reproduce it only in XP
Can you try the same steps but try to uninstall at the end?
Thanks

Good grief!

I finally got it! Accordingly, I've notified our developers.
Steps:
Note: it appears as if XP is required to reproduce this.
- Build a (basic) setup. Uncompressed and web builds can reproduce this by default. Compressed Single can reproduce if all build types set to "always cache setup resources".
- Enable Complex script & left-to-right languages
http://support.microsoft.com/kb/926706
- Change Locale to Hebrew (display remains English)
- Add new User
- When asked for name, make sure input is selected as "HE" (in task bar)
- enter "test" which should appear in Hebrew.
- Account type (limited/admin) doesn't matter.
- Log on as new "test" Hebrew account.
- Attempt to run installer.
Uncompressed Result:
If the setup is an uncompressed type, you should receive the "Setup Resource decompression failure" error before setup begins (while IA is "preparing the wizard...").
If using compressed (or web) types:
- Continue setup. When asked, choose to install for "Only me" not "all users".
- After install completes, go into control panel Add/Remove programs and attempt to remove the product.
Result:
"Setup Resource decompression failure" error.

Great! Do you know when we might have a fix/workaround?
Thanks

I'm not sure when the fix will be implemented. I'll do my best to post here when it is, but feel free to check back periodically, posting here or emailing

But do you have any workaround this problem for now?

One work-around is to use an uncompressed build.
