What's the basic procedure for web-installing a prereq?

I would like to check if either MS Word 2007 or the Office 2007 File Format Converter are present on a system and do a web install of them if they are not present.
Is there a simple step-by-step outline of this process? It seems like a common use-case. I've tried using the current application runtimes as examples, but since they implement runtime plug-ins, this seems a little overkill. Difficult to reproduce by instpection to because I haven't figured out how to crack open a plug-in.
Is there a way to mock-up a web deployment without grabbing the files from the net? Basically I would like to set the URL's to a local file for testing purposes.
