IA setup.exe crash on user PC

We have a stable setup using IntallAware.
We have a customer who reports that the setup.exe will crash when he starts it. He says that it crashes right after it displays the setup bitmap.
He sent the attached error images.
The log file doesn't start this early in the setup, so I can't use that. I'm guessing that his Windows Installer isn't working right? I had him verify that he had all his Windows Setup up to date. I also had him download the latest version of the Windows Installer, and make sure that was good as well. All these actions haven't worked. Do any of you have any suggestions as to what else I could try?
