JSharp cannot be installed

I was wondering if the check that IA does while looking for JSharp Runtime (2.0) is based on its ProductID or not.
We have cases where customers (Vista, W2K3) could not have the JSharp Runtime installed even after it got installed manually.
How exactly does IA recognizes that it is actually installed?
