File Index.btr in use, prevents uninstall

We have a customer who can neither upgrade our product nor manually uninstall the prior version. They get the following message:

Error 1306. Another application has exclusive access to the file 'C:\\Windows\\System32\\wbem\\Repository\\FS\\Index.BTR'. Please shut down all other applications, then click Retry. [Retry][Cancel]

The title bar of the error message has the name of our application.

There's nothing in our setup which refers to Index.BTR, which is part of WMI -- possibly involved in making Windows Installer controllable for Group Policy installs, or something similar.

Does anyone a) know how to fix this; b) know why the setup process is requiring access to this file; or c) have any idea what other process might be grabbing the file?
