Install Assembly and #PROJDIR#

Due to updates from third party assemblies, we use a source repository to store our assemblies.
When these assemblies get checked out they are path relative to the root of the source tree. We then move these via a third party app to a subdirectory under the #PROJDIR# directory called Assembly.
The issue is that #PROJDIR# is not "available" for Install Assembly, but is available for Install Files.
Sample Calls:
Install Files #PROJDIR#\\Files\\bin\\sampl.exe to $TARGETDIR$ - works okay
Install Assembly #PROJDIR#\\Files\\Assembly\\assembly tp Global Assembly Cache - fails to build
Is this by design or is there a workaround for this ?
Thanks
