Error loading ypye libary/DLL

I am getting Error loading type libary/dll on one computer using my installer. This is an XP computer with sp2 installed and had run other versions of my installer in the past just fine.
I am getting this before it even starts to install the software.
Any ideas what libary/dll its not loading and having issues with?
