i am a developer in Hong Kong and i need to localize my project in Chinese.

after i have viewing various of document, i still cannot find a solution nor an answer in NO SOLUTION.

my problem is defined as following.

- i need to deploy my project to WIN2k, XP or Vista Machines.
- texts are displayed in Traditional Chinese.
- text cannot be displayed correctly on machine having non-Chinese OS. coz in Windows, non-locale language will be handled with Unicode support. (Chinese will be handled on US Locale with Unicode support). So, in order to display Chinese in English machine, i cannot use UTF8 or ANSI, as they will not be able to handled with BIG5.
- but IA seems totally not support Unicode.

you may ask, is it a responsibility for user to switch his locale before executing Setup.exe? or for user in English Locale, we should display English instead of Chinese for Setup?

My answer is no!!! as developer, we know that ppl using our program may not be good in computer knowledge (they even dont know what is locale...) and our application is in Chinese (no English option) and we expect most of our user cannot read English.

The poor thing is... they may using Win2k or WinXp in English Locale, even they dont know what is locale, but they just can read Chinese everyday with Unicode support by OS. I am sure that they will be upset or get panic when they are using a Setup with full of '??????????' string...

so.... is there any solution which i can display my Chinese for them? I have tried to save all text in Big5 (which is ASCI) or utf8, but both wont work...

thx a lot
