Run windows application after InstallAware install completes

After InstallAware completes the installation, I set Run Programs to run a windows application. This window application makes a dos shell call to run the postgresql msi installer, then I create a database and tables. (The windows program works on its own.)
When my program calls the postgresql msi installer,
I receive the error as follows-
Windows Installer
The installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package.
If I then go to my target directory, I can run the windows program and postgres msi installer works fine.
How can I get this to work?
Using InstallAware Express, WindowsXP Pro.
