user1 install webdeploy; user2 download and install patch

Hi there,
I have a simple setup.exe it is made with a web deploy.
It is installed by an account "user1".
account "user2" downloads and runs a patch.
there are no errors reported but no files where updated at all.
if user1 downloads and runs the patch eveything works fine.
both user1 and user2 have admin rights at the xp machine.
it is installed for all users.
It is probebly something very simple but i am new to installaware and i realy can not find any stupid mistakes in the cript.
i would be gratefull for your help
