Error reading from file during install

After reading one or two older posts on this subject, I haven't found an answer. Back in 2006 there was at least one post indicating that during installation, the installer was looking for the decompressed files in the wrong folder. The result being an error indicating "Error reading from file:" followed by a long path and file name.
It had something to do with the output folder path used when the install package was built. At that time I believe Michael Nesmith posted that was a known issue and the work-around was to use different path when building.
I have a customer installing our product on a Spanish language Server 2003 R2 and this error is happening. I do not believe our problem has anything to do with the output path used during build, but I have not yet determined where the files were decompressed versus where it's looking for them. It says it's looking in: C:\\Windows\\mia16.tmp\\temp_dir\\mia1\\OFFLINE\\13AFBA51\\1BFCF239This installer is built with Studio 7, and has worked perfectly on every machine ever tried except this is the first time it's ever been run on a foreign language O/S. Incidentally, we do not translate our install or our app. It is always English.
Is this wrong folder problem still a known issue, or has that been corrected? Could the foreign language be causing a problem? The target directory is "Archivos de programa", but I assume that shouldn't be an issue since the problem is reading from the temp folder, not writing to the target. Any suggestions?
