For some reason installaware will not replace a file if it already exists on the system even if they are different.

Could this file still be in use by some other program?

Please check the file settings - maybe you checked the Never Overwrite box when building the setup

No, I have checked this already. Here is an example of how ti get this to happen.
Have your setup place a picture into a file location say C:\\Program Files\\App
before you install place the picture in this directory but change the contennts so that they are two different pics but with the same name.
When your install runs it will not copy the file from you setup into the directory

Have a look at the "Reset File Date" plug-in:
http://www.installaware.com/forum/viewtopic.php?t=3783
With this plug-in you will be able to update files which have no version information.

also have a look at the following two links on how the Windows Installer decides if it should overwrite a file.
