Check Reboot Now by default

I'm having a problem where i can't figure out how to get the "Reboot now" checkbox to be checked by default.
If I set Checked to True in the designer, it's still unchecked when it shows up in the installer.
If i use the rules to set it based on something, then it is ALWAYS checked - the user can't uncheck it.
I can't see anywhere else that I have access to it.
Any hints?
