Problem with copying a file during install

Currently in our install, there are two options. One of them asks for config information, then updates a blank config file (using the EditFile plugin), and that is working well. However, the way the other option is supposed to work is it just copies a config file that has been placed next to the install EXE itself into the local installation. The idea is that one person in a given environment can configure the software, then everyone else just copies that config. However, I cannot get the copy to work. I am using the Copy Local Files option, and as I've been debugging it, I've used Does File Exist and MessageBox to confirm all the files are where they are supposed to be. However, the file never seems to actually get copied, no matter what I try. Any suggestions?
