copy local files don't work

I want to save an old files during the installing process but copy local files don't copy no files.
I testetd this with copy local files c:\\temp\\bild\\bild.bmp to c:\\temp\\bild.bmp.
This line was placed one line befor the apply install command.
But there is no copy of the image after I run this setup.
I use InstallAware Studio 7.9.
How I bring this command to work.
