Desktop Shortcut for all users using express version 6

There is no predefined variable for the DESKTOPALL,. The shortcut that gets created is only for the installer and I need the desktop shortcut to be on all users desktops. SHORTCUTALL$ exists as deos DESKTOP$ - why no DESKTOPALL?
