Visual Studio Tools for Office

I am writing an install for an application that runs as an addin to MS Office and need to install Visual Studio Tools for Office (VSTO).
There is no quiet mode to call the MS supplied install, so I tried to repackage the setup but when I attempt to build the project that results from the capture, I get an error referencing 'c:\\windows\\microsoft.net\\framework\\v2.0.50727\\ngenrootstorelock.dat'.
Is it possible to repackage VSTO?
