How is HKEY_USER_DEFAULT used?

I try to create keys and values under HKEY_USER_DEFAULT in Setup Architecture|Registry, assuming this will cause the settings to apply for every user.
When compiling, I get the message "Unable to compile MSI action set registry entry".
Why?
Should I add to HKEY_CURRENT_USER instead?
