Localize doesn't work when uninstalling from Add/Remove Prog

My IA setup make use of Localize feature, I made sure all the steps mentioned in help for Localization Wizard are takecare.
when I build the script everything works fine, except when you run uninstallation from Add or Remove Programs, then installation wizard displayed in english. But when I run the same setup.exe it displayed in French in maintenance mode to uninstall.
