Can't run .NET app after install (non-admin user)

Hi,
Using .NET framework 3, customer's IT installed on an XP system as admin but then when trying to run app from non-admin user, app could not run until IT guy granted full control to the non-admin user on the C:\\Windows\\Microsoft.NET folder.
Should I actively set these access rights to the .NET folder?
