Vista Public Documents Tree

Trying my first Vista installation using InstallAware 7BE for Rad Studio 2009. I am creating a directory under $ALLDOCUMENTS$ and creating a registry key with the value of $ALLDOCUMENTS$ so that my program can find example data.
InstallAware seems to have created
C:\\Users\\Public\\Public Documents\\App Dir
but the registry key's value is
C:\\Users\\Public\\Documents\\App Dir
Is this normal behaviour and if so what should I have done? If not, is there a workaround?
