Run Program commands not executing - trying to add NUL port

The commands below work when run outside of IA9 but not from within. I am installing a NUL: port to be used by a printer. What am I doing wrong please.
Run Program regsvr32 /s "$TARGETDIR$\\system\\prnadmin.dll" (WAIT)
Run Program cscript //nologo "$TARGETDIR$\\system\\portmgr.vbs" -a -p NUL: -t local (WAIT)
