Runtimes Downloads Not Working After IA7 to IA9 Upgrade?

Our previous IA7 versions no longer download or process prerequisite runtimes like "ms windows installer 3.1" or any other. The dialog box opens as usual to list needed prereqs then clicking next bypassess the usual download progressbar, etc... The program rushes to the Start App Install dialogbox. Help...

This upgrade would have no bearing on the issue - please investigate further.

I have searched the code extensively and cannot find the problem.
Q. What causes the dialogs to jump past downloading the prereq runtimes?

Just run the setup under the debugger, line by line, to see what is going on.
