Web install - user must download?

Users must download and SAVE my install file. It works correctly if this is accomplished.

However, if they simply RUN it from my website they eventually get to an error message that says "error reading from file myapp.exe" which points to an install folder location like: C:\\DOCUM~1\\ALLUS~1\\APPLI~1\\{"my app installaware GUID"}\\OFFLINE\\48E799BA\\93A9144\\myapp.exe

My install setup has two "DEFINE WEB MEDIA" blocks as part of the pre-requisites (MFC/ATL 8 and MSI 3.0). They are set to exclude from the build (did that once to create the .7zip files).

Subsequent structure of the MSI code is, loosely:
DEFINE REGION Process (un)install
DEFINE REGION Perform uninstall
Apply uninstall ...
END REGION

DEFINE REGION First time or maintenance installation
Install Files ...
CREATE Shortcut ...
WRITE Registry Key ...
Edit INI file ...

Apply Install
END REGION
END REGION

Can anybody suggest a different code structure or point me in the right direction for troubleshooting?

Thanks.

I get no errors on testing with XP, Vista or Windows 7 using the URL: http://www.figware.com/Download/wbs31r4.exe

I opened this URL in Internet Explorer 7 and 8, and selected Run.

The application installed correctly.
