Installing under Win7

IA v9 (Build Moya SP1 .061309)
A user has reported this error with our installation that runs fine on XP and Vista:
"The InstallAware Wizard fails with the following message: “This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package”. Please check your settings and try again.
Running W7’s compatibility function results in it wanting to use XP SP2, but allows any XP or Vista SP to be used. None work, not does running as an administrator work.
This installation of W7 Home Premium is an upgrade from Vista
Installing on a computer with a new W7 installation – no Vista up grade – fails with the same message."
