Cancel uninstallation on windows server 2008

I run into strange behavior of installer on Windows 2008 server OS (x64). It was reproduced with two different installers of two different products, both installers are created using InstallAware of course.
In my installers I use special dll for Custom Actions. This dll is included to project as support file and called via “Call DLL function” plugin. Let’s name this dll helper.dll.
So here is the issue description:
1. Product was installed successfully
2. Uninstallation was launched, but cancelled even before going to progress dialog. I mean: I saw maintenance dialog, decided to not remove the product this time and pressed Cancel.
3. Next time I tried to launch uninstallation (no matter using UNINSTALLLINK or original installer package) it failed to use helper.dll (DLLLOADFAILED). This dll should be called in many places but was called in none of them.
To get rid of the isuue I should uninstall product, do all helper’s actions manually and install again.
Also sometimes (not on regular basic) next message appears:
---------------------------
My _PRODUCT_TITLE
---------------------------
%1 is not a valid Win32 application, ClassID: {56FDF344-FD6D-11D0-958A-006097C9A090}.
---------------------------
OK
---------------------------
Is it InstallAware bug?
