Uninstall not removing the $COMPANY$ folder on Windows 7

I have an installation that works except when I uninstall it on Windows 7. It leaves the $COMPANY$ folder, but remove the actual product folder.
When I install I have:
Start->Programs->MyCompany->MyApplication->shortcuts
I have shortcuts for my app and help. I also have a shortcut for uninstall using $UNINSTALLLINK$ with REMOVE=TRUE
On Windows 7 when I run the uninstall from Start, I am left with an empty folder at:
Start->Programs->MyCompany
I went and looked in:
c:\\ProgramData\\Microsoft\\Windows\\StartMenu\\Programs
and the empty folder is in fact there, so it's not a caching problem.
If I uninstall from Control Panel, then it works properly, and the Company folder is removed.
