Set Registry Permission

Hi, I can't get IA Set Registry Permissions to work. I'm granting User group Read/Write permissions to a registry key. I'm on a 64bit machine running Setup in 64bit mode with admin rights, and I'm calling the set permission command after "apply install" I see my registry keys created by the setup, but the permissions are not set.
Is there anything else I'm not doing?
